The game was initially announced on May 31, 2013. On June 20, 2013, publisher THQ Nordic acquired the rights to publish Metro 2034, and announced that it would release the game on PC, Xbox One, and PlayStation 4. A day later, the title was announced to be under development by 4A Games, and the game was set to be developed using Unreal Engine 3, as well as CryEngine 3.[24] 4A Games officially announced the game on August 23, 2013. The game was set to be released on May 9, 2014.

As with its predecessor, 4A Games worked closely with the novel's author Glukhovsky to aid in the writing of the game's script. The director, 4A Games, and Glukhovsky worked together to create the core story of the game. They then sought a creative individual to develop the game's secondary plot, and hired writer Mikhail Dyachenko.[25]

The first gameplay footage of Metro Last Light was shown at E3 2014, under the working title of Project Northenlight. The gameplay demo showed a group of survivors, including Artyom, with a severely wounded character being transported on a cart, amid a vision of the catastrophic events that transpired in the first game. The player is given control of Artyom in what appears to be a secluded train station.

In April 2012, the first trailer was released on YouTube. This trailer showed a lot more of the gameplay and world of Metro 2034 in comparison to the first trailer. The game was originally planned to be an Xbox 360 exclusive, however, it was later announced that the game would be released for PC, PlayStation 3 and Xbox 360. In August 2013, Metro 2034 was released on PlayStation Network and Xbox Live Arcade, with the PC version scheduled to be released on the same day. A deluxe edition of the game was released in October 2013, featuring an art book, soundtrack album, and a miniature statue of Artyom. In December 2013, a bundle with the game and the DLC The Last Light was released in North America, while the game was released for the rest of the world in February 2014. On February 25, 2014, the game was released for the PS Vita in Japan, but was later pulled from the store. In August 2014, it was announced that the game would be released on Steam, along with the original story Metro 2033, and the original soundtrack. In March 2015, the game''s release on the Xbox One was delayed for one year.

Metro 2034 received generally favorable reviews. IGN awarded the game a 9.4/10 rating, and called it the best computer game of the year, and Game Informer and GameSpot both gave it a 9/10 rating.
