Firmware images (updates) are typically generated in the order of programming, they are stored in the WCF Database and indexed by hash values assigned to each firmware entries after each program. As a result, the most current update image is the first to be retrieved by the device. The backup image, mainly for system recovery purposes, is the second to be retrieved by the device. If the device fails to retrieve the update image, or there is a connectivity error while downloading, the update image is able to be retrieved using the backup image. In this case, the update image can be re-retrieved. If there is no backup image, and the device is only able to download the update image, the device will reboot and will be unable to boot.

Another option we can choose is to not use any spare memory to hold the backup image, and just accept that the old firmware image won't be updated. If the device is then updated later, no backup image is retrieved from the WCF database. If the firmware is updated to the latest version when this happens, it will not be able to boot.
